Disadvantaged Business Enterprise (DBE) / Airport Concession Disadvantaged Business Enterprise (ACDBE)
The Department's Disadvantaged Business Enterprise (DBE) program is designed to remedy ongoing discrimination and the continuing effects of past discrimination in federally-assisted highway, transit, airport, and highway safety financial assistance transportation contracting markets nationwide. The primary remedial goal and objective of the DBE program is to level the playing field by providing small businesses owned and controlled by socially and economically disadvantaged individuals a fair opportunity to compete for federally funded transportation contracts.
Women Owned Small Business (WOSB)
To help provide a level playing field for women business owners, the government limits competition for certain contracts to businesses that participate in the Women-Owned Small Business (WOSB) Federal Contracting program.
These contracts are for specific industries where WOSBs are underrepresented. Some contracts are restricted further to economically disadvantaged women-owned small businesses (EDWOSBs). SBA maintains a list of those eligible industries and their NAICS codes.
Mid-States Minority Supplier Development Council

The Small Business Enterprise (SBE) Program was developed to provide contract opportunities by which small firms will be able to compete against others that are comparably positioned in their industries and markets. This program enables smaller businesses the oportunity to participate in department contracts if they meet the eligibility standards.

The Office for Historically Underutilized Businesses will advocate and promote the utilization of HUB firms in the purchase of goods and services, including construction, certify HUB firms, and monitor reporting requirements to determine compliance in accordance with North Carolina General Statutes and Administrative Rules.
The HUB Office is an organization that advocates actions which increase opportunities for historically underutilized businesses and promotes diversity and inclusion in state government procurement and contracting.

The Business Enterprise Program (BEP) for businesses owned by minorities, women, and persons with disabilities is committed to fostering an inclusive, equitable and competitive business environment that will support underrepresented businesses increase their capacity, grow revenue, and enhance credentials.
